Benign ReplicationGroup reconcilation errors about provider-aws

There are two cases here:

• Modification requests are rejected if the resource is not in state available. In this case, we can put a condition and call modification only in case it's available, however, somehow we have to let user know that modification cannot be happening right now. So, it's either our error or directly AWS error. TBH, my preference would be just leaving it as is.
• Deletion requests fail if the resource is already in deleting state. I think for this case, we should just not call deletion request if the state is already in deleting state since the function made its case, it's acknowledged by them and there is no benefit in trying.
