After inspecting the bug it seems to be a permission problem in my case. The actual problem is that commands instrumenting shelljs like touch fail silently. We should try to get around this.
Opting in for shell.config.fatal would result in a JS error failing silently again as commands are invoked via ember l10n:<command>. Thus, we should wrap calls with shelljs in a try catch block informing users about such issues.
