surely it should have a timezone setting, like UTC-3 and to schedule as cron my customer is always confused and ends up making mistakes.

Created a Pull in the main repo: Cron/Cron#77
than it should also work here.
Usage:
TZ="Europe/Amsterdam" bin/console cron:run
