Would a permission system similar to Wordpress be sufficient? It has 6 user types.

Super admin - Can manage multiple sites and do anything.
Admin - Can do anything on one site.
Editor - Can publish/delete/manage anyone's posts
Author - Can publish/delete/manage his own posts
Contributor - Can submit content for approval
Subscriber - Can view content

The alternative would be Drupal's, where you can select permissions individually (edit own posts, delete own posts, etc.) which would be more complicated both to program and for the user, but more customizable.

Are you going to make a modal or something for users to edit photos/settings? Cause normal registered users can't see the admin panel.

I think wordpress' should be adequate as anything greater can be built within a module as most users wouldn't need any user system larger than that.
