Preliminary tests point to the hooks API resolving this race condition. I've elevated its priority within the project roadmap.

This issue shows itself on FreeBSD installations as well. As previously stated, using the framework is not hindered by this situation.

Can this issue not be resolved with a sleep after thread initialisation, thus allowing the service to come online?
