I can't reproduce this (tried a ReactOS cdrom with the default settings), can you provide more precise reproduction instructions (what disk images used, settings, what happened in the OS when you saved the state)?

settings:
memory: 2048
video memory: 256
ACPI: Enabled
image: linux4.iso from https://k.copy.sh/linux4.iso
Boot order: CD / Floppy / Hard Disk
reproduction:
add "linux4.iso" to CD image
start emulator
wait for boot to complete
press "Save State"
nothing happened visually in the OS
