Great question. It sounds like "Executive Action" differs from "Executive Order". The latter has legal force, but the former does not.

That sounds reasonable. No to Executive Actions, yes to Executive Orders and Executive Memoranda. We'll just have to pay attention to which is which, and it might not be clear until a while after it happens.
