This is almost certainly a toil bug. What filesystem are you using? Some filesystems (esp. some NFSv3 implementations) aren't actually POSIX-compliant and toil will just totally choke on them. The way that "reading" the messages is implemented is an atomic rename of the log file. Presumably this is happening because the rename isn't actually atomic.
Thankfully this is relatively harmless -- though the repeated log messages are probably pretty annoying and this might block seeing other log messages.

The cluster's file system is NFSv4. This only happened so far when running Cactus distributed on multiple nodes, i.e. with the option --batchSystem gridEngine.
