If you just want to test texting input and what your app outputs (in isolation of any API calls), it looks like you could just write tests for TextController#receive_text_message.

I was just about to say, its just an API that Twilio talks to, so you could write tests for it w/o involving actual SMSs. That's what we did for Hermes.
