Option for dual source input about ratelimit

Having second thoughts about this.

My initial logic was that you might want to apply a rate limit both to an IP address or a username at the same time. However, I think a much better way is to simply apply only to IP when not authenticated and only to a user when logged in. When logged in, a rate limit on the entire user will certainly cause a single IP to not exceed it anyways.

Bearing this in mind, I'm closing this issue. If you would actually like to implement this in a PR, please @williamd5 me to re-open this.
