Lucene Index write.lock failure at startup about klondike

@chriseldredge - Sorry I opened an issue - I'm going to mark this resolved simply because I can get past this if I do not run Klondike in IISExpress but run it with IIS - and give access from the app pool to the index directory. I must have missed a memo. Might be good in a readme. Also, thanks for your hard work on this. We have an internal environment where we clone many of the public packages. And with something like 5000 packages and an emaciated VM, the loading of the index on warmup of the service on the regular Nuget.Server is killing us. It's also causing our CI to exhibit really slow performance due to package restore on builds. Thanks for your project!
