Longer-term solution to building drafter 3.2.7 about django-apiblueprint-view

Here's a working solution using deadsnakes c3d91d0

That fixes the test build, but I've not looked at the publish build.
That won't work for the manylinux build though because it is a redhat-based image.

Also I have realised that the manylinux build is using python 3.6

even though the lib itself doesn't support it, so that's probably broken anyway.

Think I need to look at #21 as part of this. I'd like to do every part of the package build except publishing it to PyPI on commit. That'll make working on this easier.
