Chocolatey doesn't work without VisualStudio installed about chocolatey

It's actually .net framework 4.0 that you need installed. it's listed as a
prerequisite for chocolatey on the readme in source, but that's probably not
an obvious location.

Thanks! I thought that Windows 7 SP1 has .NET 4 by default.
