I am assuming that here

if json_only && !request.env['HTTP_ACCEPT'].split(';').include?('application/json')
  return [406, {"Content-Type" => "text/plain"}, "Must accept application/json"]
end

request.env['HTTP_ACCEPT'] is coming back as nil.

Hosted Chef returns HTTP/1.1 406 Not Acceptable

Open Source Chef (11.0.2) returns HTTP 200 with data when Accept is omitted.
