A multitude of items / monster abilities about arenags

We now have a number of effects:

}

with a number of modifiers:

	[ProtoMember(3)]
	public bool Stun { get; private set; }

	[ProtoMember(3)]
	public bool Charge { get; private set; }

and a moderately rich resource system.

We should be able to create Player/Monsters skills and stat everyone out now.

• Infrastructure is in to generate monsters based on prototype in CharacterLibrary and all tests now use it.
• Multiple monster prototypes needed there and ActorBehavior is needed to actually use them.
