I'm closing this as we should first decide on if consensus messages still need to change at all. Now that validators don't do DA anymore it's not obvious and it actually depends on the answer to these questions related to celestiaorg/celestia-specs#178.
- which nodes care about consensus messages (proposals, votes etc)
- which only care about the headers the moment they are proposed (also some form of consensus message as the header was not notarized yet)
- which only care about signed headers (headers plus signatures, plus validator sets)

IMO, step 2) - 4) still need to be tackled in #205 (comment) @evan-forbes @Wondertan
