You can already do that: Just use the checkboxes in issue list and use the context menu. All checked issues are going to be added in order (at bottom) as long as they don't already exist on list.
Sure that would be a nice feature but one would have to mess around with issue filters and groupings. I think that's also a reason why the Redmine team didn't already implement this feature officially. For a plugin this feature also would require a lot of hacks to the Redmine Core.
