API function to know if the user is logged about bdrc-auth-lib

If there is no logged in user, the following is true (otherwise false):
((Access) request.getAttribute("access")).getUser().getUserId().equals("");
where access is the Access object put in the requestContext by the AuthFilter.

We can also add a isUserLoggedIn() method in the Access object if you find it more convenient

let's add it to the api then yes, it will make things more supple for the future (in case we change the internal structure)
