Actually, the error is happening within the autoprefixer-rails gem, during its attempt to parse the CSS.
But the underlying problem still stands. There is SCSS syntax within a .css file, which is probably not what is intended. (The file is not going through the Sass compiler because of the wrong extension, and is being sent to the browser as-is.)

The file needs to be converted to CSS. As we don't depend on scss we shouldn't necessitate converting that file.
