Not sure, looks like it that the permission of the user/service principal that is running the release does not have the correct permissions.
I am closing this issue since it is a configuration/permission issue and not an actual issue with the WorkItemUpdater itself.

I am hitting this same issue. Did you figure out what permissions needed added/configured to resolve this?

I know the "Deployed by" user. I'm just not sure what permissions it needs.

I looked at the permissions in Organization Settings for the Deployed by user (Project Collection Service Accounts) and all of them are set to Allow except for Delete team project and Manage enterprise policies. So I'm not sure what additional permission to configure.

I'm working with a shared query and I've tried using the query ID and the full string name Shared Queries/My Query Name

Figured it out: The build service needs to have 'Read' permission on the specific query (Query > ... > Security)

I'm unable to figure out, im also getting same error , i have tried full string name and query id, is there specific format or way to input queries? i have checked all the permissions as well.

Never mind, Build Service needs to have read permission
and it takes Query ID as input
