Are you not seeing the new state in the dropdowns? Where are you using the task? In Azure DevOps/VSTS or in a On-Prem TFS Server? I've used custom task in Azure DevOps multiple times and they always show up in the dropdowns.

Actually this problem was related to setup with multiple projects. If one project has different states, this tool of course don't know about them.
