Feature request: Add Filter by tag about workitemupdater

@BlueBasher can you add some steps on how to start contributing to this extension? I would like to submit a PR for this feature but I'm not sure how to run & test the changes I do to the source code.

Should the filter only contain 1 tag and filter the workitems by this single tag?
Or should it be possible to add multiple tags and only update workitems that have all of these tags? Or update if the workitem has any of the tags?

Our immediate requirement is for a single tag but your suggestion would be a useful enhancement. Allow multiple tags and a second option could pick between matching any tags or matching all tags.

I could also use this functionality. Filtering by a Single tag would be enough for what I need. (basically I want to skip updating the work item if the work item updater had already updated it once in another pipeline or in another run of the pipeline, so I am looking for one of the tags that it is adding to skip it.)

I don't have a good way to test changes myself for this or else I'd do the work and do a PR.
