Yeah, this seems like an artifact of the sample doc[s] used during development, which seem to have the proper values in a few different places, including as translation elements inside the value and in the code element itself (as the above illustrates). I made this mistake myself when making our C-CDAs. But now that I've fixed our C-CDAs to output the problems properly, I'm stumbling on this bug pretty hard-core.

Ha, everyone has different definitions of hard-core, but mine is:

FWIW, my work-around was to use the displayName in attribute for the Complaint element to store the name of the Problem. Since the displayName is relatively unlikely to be used for that particular element, I figured it was worth semi-breaking our implementation to get proper values displayed in our bbClear docs.

Yep, selecting the <value> tag instead of <code> is the way to go. Good to merge!
