What do you mean by "initiate it from a php file on my webhost with the same ip"? Is your webhost also your web service you run through your computer (so it has the same external ip)?

1. The source IP making the request
2. The IP you're looking up
3. The result that was returned and what you expect as the result

If the source IP defined in (1) is different from your "computer" vs "webhost", please let me know (1),(2),(3) for both cases.
