Actually, this is already how the durations/delays work. You can currently do this:

.add('property 0.5 ease 200') .. and that is equivalent to 0.5 seconds duration with a 200ms delay.

I don't agree with the <20 thing.. that seems too arbitrary. If you want a small number to be treated as seconds, either add a decimal to it 1.0 or add the "s" suffix 1s.

Plus, I personally prefer the semantics of 2s and 500ms because it's easy to distinguish from the other numeric values.
