It would appear that the Elixir installation was what caused this. Reinstalling from source fixed the problem. My guess is that this was due to the fact that Elixir's bin directory had been moved to /usr/local/bin rather than symlinking the binaries there instead. I'm closing this for now, but for future reference I would suggest checking the Erlang/Elixir installations to make sure that something with that process didn't go awry. Unfortunately there isn't much that will tell you when something like this is the cause versus a bug. I will probably try and create a PR for Elixir's installation docs in order to make sure that this is front and center.
