Yes, there should be no problem using libutp for client and server connections to itself in one thread.

If there are two threads,one is use as server and will always listen on a port,such as 6160,and the other thread is work as client in order to make connect to others host.
Will that all right?

No. There must only be one libutp thread. You can listen on any number of ports and make any number of outgoing connections with one thread.
