Certainly, I built it for browser and am using it for https://github.com/hivewallet/hive-js ;)
If you want to export a global, all you need to do is run browserify index.js -s BIP39 > bundle.js in command line. Use bundle.js directly in browser.
I do suggest that you check out browserify though, then you can use the require syntax as if you are in node :)
