Not sure how much sense it makes. It's a one time process, which in any case requires manual approval (on Bintray side). Besides, before the linkage the author needs to make sure his package has the all needed metadata (readme, links to issue tracker, sources, etc). All that is added in the UI anyhow.

Well, the bintray configuration takes care of that. You can also run a verification on the task to see if sources/javadoc artifacts are attached to the publication. The problem I'm facing is that the new Griffon plugins consist of several jars. Uploading a single plugin project that can tackle java/groovy swing/javafx combinations requires 6 new packages. Try manually clicking on "add to JCenter" for each one of them. Now repeat this for every plugin that will be created.

I understand that linking to a package is a one-time operation and that there may be additional restrictions, but perhaps adding the programmatic options can help for those of us (power users) that "apparently" know what we're doing and when we want it to happen ;-)

I would also welcome this feature. It's actually the only one manual step I must perform when pushing a new package.
