Tests have shown that it is possible to determine the accurate frame with OpenCV based on the annotation frame timestamp and the frame rate as determined by OpenCV. With the fix of 58aedea in place, I don't think the issues with frame accurate seeking are relevant for the video annotation tool.

It's also possible to use the time instead of the frame number with FFmpeg. We should recommend this for BIIGLE users.
