However, to respond quickly to your question: Yes, there is a difference (in certain cases).

When you are working in development mode, it is highly likely that you are running your app with "localhost" as the hostname. This will stop GA from registering the events coming from your app. By supplying local: true to analytics_init, it will set some parameters in a certain way so that these events will be registered even on "localhost". Hope that clears things up; however, late it might be.
