The the rules are now imported.

For reference, the rules are imported in the following manner.

PHP:

    $fieldset['location'] = array( array( <rule array> ), array( <rule array> ), ... );

Take each <rule array> and insert if as a post meta value with the key 'rule'. Allow multiple meta values with the same key.

    foreach($fieldset['location'] as $key => $val) {
       foreach( $val as $rule ) {
          add_post_meta( $post_id, 'rule', $rule, false );
       }
   }
