Activating a read-only environment takes painfully long about pscondaenvs

Update: The location of the root environment with Visual Studio 2017 changed to C:\Program Files (x86)\Microsoft Visual Studio\Shared\Anaconda3_64. That's too bad, since it makes the paths unnecessarily long and complicated. And also, these are 64-bit binaries. Alas, Microsoft has its policies...

On the other hand, Conda version 4.4 fixed the bug and now activating a read-only environment is as fast as a writable one. Note that Conda 4.4 changed its policy and calls the 'root' environment the 'base' environment (but not in all places). Running activate root or activate base will both work and activate the same root (base) environment.
