So the individual environments that workers use to execute are up to installers to configure: while the SDKROOT and DEVELOPER_DIR are (probably) environment variables that can be set on their actions for execution, they likely point to locations that are also specified as inputs. I would recommend trying to augment your worker's environment to be capable of performing your iOS builds, then run the worker in that verified environment in order to end-to-end this. Replicating that verified environment will become the task required to scaling your worker pool up.
