The problem with this is that if it's a per-key cost, it's something that everyone is going to have to pay, whether or not they use it. For bitcask, that means 4 or 8 bytes per value (more likely 8 so we don't have to pick some arbitrary epoch) both in memory and on-disk, for everyone who uses it.
Additionally, there are consistency issues. Expiry would only be set at time of write, leading to confusion as people change their expiry settings and don't get any changes in how old keys are handled. This is not true with the current backend-wide expiry settings.
