Got the exact same issue building resin-beaglebone.
@thufuxu have you found a way to fix this ?
edit: was a dns issue with docker in my case.

not really. The 2.13.6 is the only version I built successfully so far.@fmarion

I hit the same issue yesterday. And this was due to the fact the the vpn connection I had was hung. So the server had no Internet access. So I suspect that this is due to network issues when running a container.
