Hi @sinashahidi - thanks for opening an issue. We're using the Mapbox tool https://github.com/mapbox/shp-write to handle our shapefile generation (which itself uses https://github.com/mapbox/dbf for the data writing), it might be related to that library. I'll do some investigation and see if there are options we can provide to it to preserve the correct character set.

Hi @sinashahidi, thanks for your patience while I looked into this matter. After some investigation, it looks like enocding that character set might not be possible due to limitations in the DBF standard used by the shapefile. I can confirm that the characters are correct when we pass it to the mapbox shp-write module, but the resulting shapefile doesn't retain it, even when setting the layer encoding to Windows-1256 in QGIS.

As an alternative tool, check out https://overpass-turbo.eu/ which could allow you to export as alternate formats, though you'll have to craft the Overpass query yourself.
