@sjk07 : has this issue been resolved in Azure DevOps?
@DrHamHawkins : current thinking is that the NuGet API in Azure DevOps was incorrectly responding with 409 (CONFLICT) instead of 201 (CREATED) for a period of time, which condo (accurately) interpreted as an error.

yeah, looks like it was an issue with the azure nuget api.
