Technically, has_category() produces a correct result because the first post on the view has the category. It's probably not the desired result though.
I think implementing priorities is the best thing to do. We can follow a similar approach to actions and filters. All codes would be registered with a priority of 10 by default, unless it was explicitly defined. This way, your comparison approach would work well.
If we implement this and it's not enough, we can think about implementing priorities for conditionals as well. At this time though, I think that's overkill.
