Adding to this, I did !pip install boto3 botocore --upgrade, which resolved this botocore.compress issue, but now I have cannot import name 'IdentityCache' from 'botocore.utils'.

It seems that the version of aiobotocore installed by default on Kaggle is the latest, which does not match the version of botocore. Currently, I have used the following command to update all dependencies, which has temporarily solved the problem:
!pip install -U 'aiobotocore[awscli,boto3]'
