This is partially implemented. See cur_layer and MAX_LAYERS.
In my C++ version of vger, I only needed a few layers. Do you need more than a few layers?

My UI system doesn't impose a hard limit on the number of nested opacity layers, but I can't imagine any circumstances where more than four (the value of MAX_LAYERS) would be necessary, so I'll probably set a soft limit anyways. Yeah, that's all I need.
