Could you specify what version of specutils you're using? I was able to get this working by grabbing the latest version and re-installing, but I did see the error you're reporting when I had an older version installed.

specutils.version is printing ' ' so this does not help much.
But I am using the package I downloaded just yesterday form here.

can you reinstall from the current master using the newest astropy (0.4+). specutils depends on it as it uses the newer installation routines provided by astropy 0.4+

I think my problem was with the cython version I was using. I was able to import specutils after I upgraded my cython.
