This sounds like a separate project to me. However, Assembler CSS is based on constructable stylesheets, which means we can change CSS on the fly. For example, that's what we do when you create a new scope.
Extra: how asmcss website looks without JavaScript
For us, this is not an issue. Websites built with libraries like Gatsby don't work at all without JavaScript enabled. Moreover, there are tons of new features, like custom elements, which don't work without JavaScript. So it seems that the modern web is dependant on JavaScript.

With data-x-* support in #2, the prerendering can generate valid HTML5.
