Thinking more about the issue, apparently there is no need to have wildcards in the beginning of the query. Therefore, situations as the one described in the op will not occur. Here is what is currently being used:
select ec_ant, ec_novo, count(*)
from id_ec
where ver_estudo = 2 and
prefixo = 0 and
subidas = 0 and
descidas = 3
group by ec_ant, substr(ec_novo,1,1);
from advise.
