--enable flags in the build scripts enable the support for an external library. They don't mean enabling a codec. The syntax is --enable-<library name>. And enabling a library does not always mean enabling the support for a codec.

Supporting a codec is a very broad term. On a complex product like ffmpeg, it can mean a lot of things. On high level it can mean enabling the native encoder or native decoder inside ffmpeg. It can mean enabling an external library that has an encoder or another one that has a decoder. Internally it can mean enabling an encoder, muxer, protocol, etc.

Covering all these cases in the build scripts is very difficult. This project takes a simpler approach by default. Though if you need to decrease the library size further, you are free to edit the build scripts.

How to Decrease Binary Size guide explains that.
