À ma connaissance, tu ne peux pas faire quelque chose de propre en France pour faire du domaine publique.
CC-BY-NC, pourquoi pas, mais je ne suis pas sûr que ça marche bien pour le code. Et pourquoi empêcherait-on de faire du commercial ?

Je voulais dire que toute licence entre le domaine publique et la CC BY-NC pouvait faire l'affaire.
Si quelqu'un veut pouvoir publier en NC alors aucune raison de l'en empécher. Si quelqu'un souhaite une attribution, de même.
