After a little more reading up it looks like Bower needs the change and then the version bumped / tagged in Git.
I'll not fork and send a PR for such a tiny change unless you'd prefer me to.

instead of "responsive-js"

Doh, well spotted. Unfortunately I think I just typed that up by hand (cut 'n' paste from rxvt was get mangled) so it is just a typo rather than the real issue.
Just tried a new test as it was a while since I was trying this, still the same result:
$ bower install responsive-nav -save

The name is incorrect in the repo bower.json file, not just your example. I can't see any other problem with the file apart from that. I can't get the package to install via bower and I assume it's because of that name error (the bower registry expects a name of "responsive-nav").

Cool, I see you fixed this in a PR. I still suspect that a new version needs to be tagged in Git for Bower to install (currently gives same error) but I'll close this issue as the crux of the issue is fixed.
