ov2640_mini_2MP captured picture is blurred for moving object about arducam_esp32s_uno

The blurry image due to the frame rate, we can not increase the frame rate for this sensor, so we have to reduce the exposure time to fix this issue.
Aonther problem will arise when reduce the exposure time, the image will become very dark when exposure time is short. You need more light illumination such as flash light to work with reducing exposure time.

I am from In-Tech electronics Ltd and an project engineer, we are develop IoT project for server room security monitoring , we initial apply OV2640 MINI 2MP with PIR sensor, when PIR sensor trigger and active camera do captured, attached is we got picture for move object, this is unsatisfactory.
I reviewed OV5642 datasheet, programmable controls for frame rate, i want to know does OV5642 can better than OV2640 for capture moving object? at least we can get rough profile for object, please help advise.
