Turns out this is because using --appengine sets --autoscale to "false". This becomes a problem with the AppController because it's checking for the boolean false and not the string "false". Proposing a fix soon.

Pushed shatterednirvana/autoscaler-appserver-flag that fixes this problem. Need to add more tests to prevent regressions and see if the tools should actually be passing the boolean false instead of the string "false".
