I guess we're supposed to not use the dev distribution eh? So this is the right place for all archived historical releases?

You are more than welcome to use the release candidates and give feedback, it is very useful and meant for that.

However the artifacts at https://dist.apache.org/repos/dist/dev/ will come and go and are not a reliable source for stable releases and should not be used in automation (e.g scripts).

https://dlcdn.apache.org/incubator/baremaps/ is the correct URL for stable releases.
